Waddell Crossing Project Update
The Waddell Crossing development plan has been revised to conform to the existing approved Truman Ranch Marketplace PAD zoning. The proposed multi-family and commercial land uses, density, and development standards are consistent with the approved Truman Ranch Marketplace PAD, and the prior request for a parking waiver has been eliminated. At the direction of City of Surprise staff, and in conformance with the approved Truman Ranch Marketplace PAD, a Preliminary Development Plan has been submitted for the revised development proposal. The Preliminary Development Plan is currently under review by City of Surprise staff and is expected to be scheduled for hearings in front of the Planning Commission and City Council for administrative approval later this spring.

PAD ZONING
The Waddell Crossing property (previously called Truman Ranch Marketplace) is zoned Planned Area Development (PAD). The PAD zoning, which was approved in 2008, allows for both multi-family and commercial uses. No changes are proposed to the approved PAD zoning for Waddell Crossing. A Preliminary Development Plan that conforms to the Truman Ranch Marketplace PAD has been submitted to the City of Surprise as a supplement to the existing zoning. The Preliminary Development Plan includes the conceptual layout for the project and design guidelines that are applicable to the project as a whole. The Preliminary Development Plan will be reviewed and approved administratively by the Planning Commission and City Council.
A Master Site Plan application will be submitted to the City of Surprise as a companion to the Truman Ranch Marketplace Preliminary Development Plan. The Master Site Plan creates the foundational site plan for the proposed development and establishes specific design guidelines for architecture, site design and landscaping. The Master Site Plan will be reviewed and approved by the City of Surprise Planning Commission.

Waddell Crossing is a planned mixed-use development on 44 acres located at the southwest corner of Waddell Road and Cotton Lane in Surprise, Arizona. Waddell Crossing will include a neighborhood commercial shopping center, self storage, a family-oriented multi-family community, and a senior living community.
